Entering the engineering field in 1996 with his BES College Internship with CoP, Rafael has worked with a number of public agencies including the City of Portland, Multnomah and Washington counties, TriMet, and ODOT in his career. He has experience in design for roadway, light rail, commercial, and residential projects, including experience in earthwork design, streets, sanitary and storm water sewers. Rafael has been involved with the Riverplace extension of the Portland Streetcar, the Interstate MAX Line Section 10C Expo Segment, the Portland Mall LRT, and PDX to Milwaukie LRT projects for TriMet. In these projects he has played a major role as a Task Lead/Designer. Joining Emerio in 2013, Rafael currently leads a team of up-and-coming engineers as together they serve Emerio’s public works clients.
Born in Mexico City, Rafael initially traveled to the United States as an exchange student for his senior year at Lake Oswego High School. Having fallen in love with Portland, Rafael chose to return for college, enjoying his time as a Viking at PSU.
